L’ America dopo il voto. Taxation and representation

          L’esito del voto presidenziale americano ha confermato che i fattori sociali e demografici sono decisivi per la connotazione politica del paese: in particolare, i Democratici sono stati in grado di intercettare il sostegno delle fasce più dinamiche dell’elettorato, sia in termini etnico-culturali che generazionali, anche grazie a notevoli capacità organizzative nello sfruttare le nuove tecnologie della comunicazione. Al contempo, i Repubblicani sono quantomeno riusciti a mettere in campo una campagna presidenziale competitiva, pur scontando in ultima analisi una obiettiva difficoltà di adattamento all’evoluzione sociale complessiva del paese. Qualche sorpresa ha destato il fatto che i Democratici siano stati capaci di compensare l’apparente vantaggio di cui godevano gli avversari sul piano dei finanziamenti a questa costosissima campagna. Per il Partito Repubblicano è subito cominciata una difficile fase di autocritica e di analisi dei fattori (soprattutto di medio e lungo termine) che hanno determinato i risultati delle ultime due tornate presidenziali.

          Gli scenari che si aprono per la seconda amministrazione Obama sono comunque problematici, sia per lo stato dell’economia americana (a cominciare dal debito pubblico), sia per la riconferma di una maggioranza divisa nei due rami del Congresso (repubblicana alla Camera, e democratica – peraltro solo di misura – al Senato). La priorità assoluta da affrontare è il “fiscal cliff”, che richiede un delicato compromesso tra Amministrazione e Congresso entro gennaio 2013: secondo alcuni osservatori è un passo talmente decisivo per il futuro del paese da doversi ritenere un imperativo che tutte le parti finiranno per perseguire, volenti o nolenti; secondo altri, anche qualora si raggiungesse un accordo, questo avrà carattere incompleto, temporaneo e comunque non sufficiente a risolvere i problemi di fondo nel rapporto tra spesa federale, sistema fiscale (compresa l’esigenza di una qualche redistribuzione del reddito), e tendenze demografiche. Alcuni ben noti squilibri strutturali dell’economia americana sono destinati a perdurare a prescindere dalle decisioni immediate che saranno assunte per affrontare l’emergenza fiscale e segneranno dunque il secondo mandato di Barack Obama.

          Gli Stati Uniti giocheranno in ogni caso un ruolo cruciale nell’orientare gli assetti dell’economia internazionale: non solo attraverso l’azione dell’Amministrazione e del Congresso (anzitutto nella gestione del debito), ma anche mediante gli interventi della Federal Reserve e il business climate complessivo nel paese. I rapporti con l’Europa saranno caratterizzati da costante attenzione reciproca sul piano economico: in particolare nei settori monetario e finanziario, ma anche commerciale in vista della possibile creazione di un quadro regolamentare e di accordi che faciliti ulteriormente un interscambio già intenso e consenta forse di meglio integrare altre regioni del mondo in una dinamica di crescita comune.

          Guardando alla politica estera e alle questioni di sicurezza, i dossier siriano e iraniano sono certamente prioritari in Medio oriente, mentre resta incerta l’evoluzione degli equilibri in Asia-Pacifico (dove Obama ha già realizzato un parziale spostamento di asse della strategia americana con il cosiddetto “pivot to Asia”). Il rapporto con la Cina – anche dopo la transizione in corso a Pechino per i massimi livelli del regime – sembra comunque destinato a restare lungo i binari di una cooperazione condizionata e competizione controllata, in base al mutuo riconoscimento di un forte grado di interdipendenza economica.

          Per l’Europa si impone una maggiore capacità di agire con coerenza e compattezza su molti tavoli decisivi (anche su questioni di sicurezza e difesa), pena un’ulteriore perdita di peso negoziale. E questo nonostante il persistere di rapporti stretti e in qualche modo “speciali” con gli Stati Uniti. Un progressivo adattamento del tradizionale legame transatlantico potrebbe portare a configurazioni più ampie, come l’ipotesi di un’area “pan-atlantica” che includa i paesi latinoamericani e faciliti così l’integrazione a vari livelli con una delle regioni che registra tassi e potenzialità di crescita elevati.
