Challenges for the Alliance ahead of the NATO Summit and beyond

          The Secretary General laid out the most urgent priorities for the Alliance, in the run up to the new Strategic Concept which will be adopted at the November Summit in Lisbon. Besides the ongoing commitments – first and foremost the Afghanistan mission, which is almost certainly going through a decisive phase – there are great medium and long-term challenges in the effort to adapt NATO to a rapidly shifting global context. In particular, the proliferation of weapons of mass destruction, together with missile proliferation, poses a potentially grave and direct threat to the Allies’ common security, most of all with reference to the Iranian case. This is the framework in which we are having the current discussions within the Alliance toward the creation of a wide and integrated missile defence system, which should aim to a territorial defence (i.e. protecting civilian populations and not just military installations), while taking into consideration budget constraints in all the members states, and through a phased approach based on reliable technologies. Such a system is now conceived by NATO in a fully multilateral mode, especially as regards the active cooperation of the Russian Federation in the possible development of a joint program. Relations with Russia are, after all, a key element of continental security on which much effort will be needed despite recent steps forward: countering nuclear proliferation, terrorism, organized crime and piracy, but also agreeing on the principles to regulate the stationing of conventional forces and the delicate management of unresolved conflicts along Europe’s periphery, are all urgent issues on which shared interests must and can prevail over the differences.
